Gold Bordered cards start and continue stories.
These cards appear to introduce and involve stories of notable consequence, most of which are unlocked in "Part Two" of the game after becoming A Person of Some Importance. It is not known yet whether or not the cards associated with the Person of Some Importance quality appear if that storylet is incomplete. It can also be difficult to distinguish between bronze and gold borders.

In December 2013, Failbetter changed the borders on some cards. Fewer cards may now appear Gold.
