By the rules, yes of course.
However, there's more than one kind of fate-locked content. For example:
Pointless: Tincture of Vigour. The Fate option is locked on the page, but honestly, there's no real point to it, since the text tells us what's going to happen. People spend Fate to heal all wounds. That's explicitly stated, and thus I see no need to hide it.
Unique items: The Owl's a good example here. Yes, somewhere along the way to it, you needed to spend Fate, thus it's technically only available to those who have spent Fate. However, anyone who looks around player profiles can easily find the stats for an owl, which should be enough to encourage them to do the rest of it. They're not spending Fate for the written content, but for the item itself. (Admittedly, there's an argument to hide the card, since like almost all Neathymon cards, it's rather poor, and might serve as a disincentive to spend the Fate!)
Written Content: For example additional branches of storylines, or even complete storylines themselves. These should indeed be locked, because you're spending the Fate to access them, and thus reading them here means that you've seen them. You might still spend the Fate to see them in-game for whatever reason, but since it's story content, you've had the benefit for free.
So, by the rules, we shouldn't really be posting the Owl related stuff, but let's be honest, the actual content is the Owl proper, and you have to pay for that. The text is just incidental.
