I blame our Benevolent Honey-suppliers at FailBetter for adding new cards that have little respect for the previous thresholds that they had been using. (Or perhaps it is an inscrutable plan of Mr. Pages to keep us all on our toes.)
Given that this happy chaos of a wiki is trying to document a game that is still evolving, I'd say do your best and it won't be a biggie. I know there are some pages that say things like "Cards that require Froodiness of less than 47," and the like. And, I think there is at least one page that says things like "Things to do if your Fabulousness is between 49 and 69." I've stuck cards that don't quite fit the existing thresholds in roughly the right place and then someone with too much time on his hands and/or too much coffee (like, um, me) will run through and cobble up a nicer looking page.
But that was your second question.
To refer to a specific location on another page, you can follow the link on the side bar for Editing Help to the documentation for the wiki syntax on anchors. Anchors are positions within a page that can be referred by other pages. Basically, it works like this.
Say there is a location that you can reach from not only another location but also now through a fortuitous use of an Opportunity Card, which is what I think you are trying to do. You then need to edit the Opportunity Card page to insert the card information and the anchor, then the Place page to refer to the anchor.
On the appropriate Opporunity Card page:

In this case, the name of the anchor is Jungle-Map. Note that you can't have a space in the name of the anchor and you won't see the anchor on the page that you specify it on.
Now on the Place page, you can insert a reference to that location.

The second link should point back to the specific Opportunity Card that you specified an anchor for. The text after the vertical bar (|) is what you would see on the page. The previous example would look like this.
